No automatic recurring payment from today : New RBI norms

With the RBI’s drawn out cutoff time reaching a conclusion, there will be no programmed repeating installment for different administrations, including re-energize and service bill as the extra factor of validation (AFA) will become compulsory from Friday.

On December 4, RBI had coordinated all banks including RRBs, NBFCs, and installment passages that the preparing of repeating exchanges (homegrown or cross-line) utilizing cards or Prepaid Payment Instruments (PPIs) or Unified Payments Interface (UPI) under plans/rehearses not consistent with AFA would not be proceeded past March 31, 2021.

As a feature of hazard relief measures, RBI declared this progression to support wellbeing and security of card exchanges.

In any case, non-status of a portion of the players constrained the RBI to expand the cutoff time on repeating installment like service charges, re-energize of telephone, DTH and OTT, among others, till September 30.

Under the new standards, banks will be needed to illuminate clients ahead of time about repeating installment due and exchange would be conveyed following gesture from the client. So the exchange would not be programmed yet would be done after confirmation from the client.

For repeating installments above Rs 5,000, banks are needed to send a one-time secret key to clients according to the new rules.

A large portion of the banks including SBI have educated their clients about the new principles.

HDFC Bank in a mass message to clients said according to RBI rules on e-Mandate on cards, the bank will decrease rebellious repeating exchange at vendor web or application on your credit/charge card from October 1, 2021.

“Substitute arrangement — retry customary installment on vendor web/application confirmed by means of OTP or pay through AutoPay in BillPay on our NetBanking for your power/water/gas/landline/postpaid portable/broadband/protection billers,” it said. In August 2019, the RBI had given a system for preparing of e-orders on repeating on the web exchanges.

At first relevant to cards and wallets, the structure was reached out in January 2020 to cover Unified Payments Interface (UPI) exchanges also. — PTI
